My husband has a rideshare business with Uber/Lyft. What constitutes commuting miles if he is turning on his apps as he drives away from home?

If he has no other business location, then miles begin when he leaves his place of business.  This can be your home for each ride he goes to pickup and start working.  In this situation there would be no commuting miles, only personal miles when the vehicle is used for nonbusiness purposes, such as shopping for the family.
