My employer reimbursed mileage but didn't put it on w2

According to what I'm reading I cannot deduct mileage if I was reimbursed the full rate and my employer didn't report it on W2 in box 12 code L. Is this correct

Yes, that is correct.

If you were reimbursed the full rate, there is no need to claim the mileage on your return to get credit for the difference in the IRS rate and the amount you received.  Also, if the reimbursement was not taxed there is no need to claim it as a reduction to your income.
