Lived in US for 11 yrs on work Visa and lived only first 3 months in 2021 and relocated to home country.Do I owe tax on income earned in foreign country after March ?

As you pass the Substantial Presence test for tax year 2021, you are considered a resident alien for 2021 and have to report your worldwide income for the full year on a US tax return.
