Just realized I should have itemized home and car deductions instead of taking the standard deduction for the 2017 year. What should I do?

What car deductions?
Do not confuse Schedule A personal itemized deductions (which are compared to the Standard deduction) and Schedule C self-employment ones.

You get both the Standard Deduction (or Itemized Deductions on sch A)
AND self employment business expenses on schedule C.

Select a tax year for specific amending instructions.

Keep in mind: You have 3 years from the date you filed your return (or 2 years after you paid the tax due, whichever is later) to file an amended return, which means you don't have to get it done by the April 15 filing deadline.

Will the IRS give me a refund after I file the amendment and when?

Amended returns can only be mailed. It can take them 16 weeks for the IRS to process them. And they only mail checks for refunds. After 3 weeks you can track it here, https://www.irs.gov/filing/individuals/amended-returns-form-1040-x-/wheres-my-amended-return-1
