Itemized deduction question

Attempting to do my mother in law’s taxes. She is in an assisted living facility with the chronically ill designation. Her 2024 income is 35k and her deductions amount to 124k. She did not pay any federal taxes on her income. When I input everything into my turbo tax software it tells me I have the deduction credit and not the standard deduction. It does not show she will be receiving a refund. Is this correct??

Your tax refund is calculated by subtracting your tax liability from your taxes withheld. If you have refundable credits, that increases your tax refund. Since your Mother-in-Law had no federal withholding, what you are describing sounds about right.
