It is making me upgrade to deluxe and asking for a 8889 form, or file a 1040. but I do not have this document when I log into my HSA. only 1099-SA and 5498-SA.

Form 8889 is produced by Turbotax using information from your 1099-SA and W-2.  It reports your contributions and withdrawals from the HSA, and shows whether your contributions and withdrawals were qualified or subject to penalties and taxes.  If you have contributions or withdrawals from an HSA, you must upgrade at least to Turbotax Deluxe so the program can prepare a form 8889 along with form 1040 (not 1040-A or 1040-EZ).

Do you know if there is another service that wont charge you 60 dollars to file this one form?

I don't pay attention.  If you really have a simple return with that one extra form, try downloading the forms and instructions from the IRS web site and doing it yourself.

Turbotax is also cheaper if you buy it as a CD or download from Amazon, Staples or Best Buy to install on your own computer.  The web version is their biggest money spinner and there is only one seller so no price competition.
