Yes, if you took care of over half of his care and he can be claimed as your dependent, there are several deductions you will be able to take.  To ensure you will be able to claim him please read Turbo Tax article Support Test (To Be a Qualifying Relative)  as well as use the IRS interactive tool to Who Can I Claim As A Dependent.  Once you have determined that he can be claimed as a dependent, add him under Personal Info, as a dependent in Turbo Tax and answer all questions asked.  Make sure to include, when asked, that he is blind.  To learn more of the deductions you can receive please read IRS; Benefits For Disabled Taxpayers.  Also, if he qualifies as a dependent, do not forget you will be able to file as Head Of Household.
