Is there a cap for the real estate tax deduction in Virginia if you itemize deductions?

As you can see the VA sch A follows the same limits as the federal form :

No, for Virginia purposes, the $10,000 cap that is imposed on the Federal return does not apply for the 2019 tax year for taxes you paid.

I am not clear. If a married couple filing jointly paid real estate tax in Virginia that was more than $10,000, for example18,000 and we use itemized deduction, the the standard federal deduction, we could deduct the full $18,000?
