Is the dependent stimulus based on dependent(s) claimed for Child Tax Credit or qualifying child for Earned Income Credit?

Is the dependent stimulus based on dependent(s) claimed for Child Tax Credit (CTC) or qualifying child for Earned Income Credit (EIC)?

 

I am divorced and have custody of my children. Per the decree, my ex can claim one child as their dependent even though the child lives with me all year. Per IRS tax rules that I have read, I can claim EIC because my children, including the child my ex can claim as a dependent, lived with me all year.

 

Is it correct that my ex receives a dependent stimulus for the child that they claim as their dependent for CTC, not EIC?

You are correct. He gets the stimulus and child tax credit. You get EIC and can claim any child care credit. If otherwise qualified you can also file as head of household since you are the custodial parent. 
You should give him a signed Form 8332.
