Is it necessary to file form 5695 residential energy credits if I'm using the standard deduction?
After entering all of my credits and deductions, including form 5695, TurboTax advised that using the standard deduction would be more beneficial. The IRS is still finalizing this form, delaying my return. Should I delete form 5695 from my filing?

You must file form 5695 to get residential energy credits. The standard deduction vs. itemized deductions is a totally separate issue and not related to getting the credit with form 5695.
