In Massachusetts we pay an excise tax and registration fees, two separate bills. Do I claim both?

Also our inspection fees aren't included in the other two fees that are paid.

You can claim the excise tax (since it's based on the value of your vehicle) but not the registration or inspection fees.

The Massachusetts Excise Tax on automobiles counts as a personal property tax, and you would deduct it under Car Registration Fees.
