If my income is all included under the foreign earned exclusion, do I need to file taxes?

I pay student loans, so have that deductible, but it is small. In 2017 I did not owe any money to the federal government or to the state, nor was I eligible for refunds.

Yes, you do.  Although your income is excluded, if you meet the filing requirements, you would still need to file to show the government you do not owe.  

2018 filing requirements for most people

  • Single filing status: $12,000 if under age 65. ...
  • Married filing jointly: $24,000 if both spouses under age 65. ...
  • Married filing separately — $5 for all ages.
  • Head of household: $18,000 if under age 65. ...
  • Qualifying widow(er) with dependent child: $24,000 if under age 65.

How can I claim child refund from abroad if my income is 12,000 as head of house hold.  And Foreign Tax Exclusion is my entire income? What can I do ?
