If my adoption tax credit covers my tax liability will I then see my solar credit as a refund?

My adoption credit eliminates my tax liability owed to $0. I get my paid in dollars throughout the year back, this I know. Would the adoption credit being applied first be viewed as a payment towards my tax liability so I would then receive the Solar Tax Credit as a refund?

No.  The Residential Energy Efficient Property Credit will be carried forward to the next tax year since you have no tax liability for the current tax year.

Correct ... the credits must be used up in a certain order ... the adoption credit is used up first.
