If itemizing, do I account for property tax relief/STAR credit under the Federal return *and* enter the details in the New York State return?

Under the NY return section, Turbo Tax has a section to enter the Property Tax Relief and STAR credit received. TT instructions state: "If you are claiming itemized deductions you must reduce your federal property tax deduction by the amount of New York property tax refunds or savings received in 2018." 

If I am itemizing my federal taxes, do I still have to enter the details for the Property Tax Relief and STAR credit for my NY return? (Basically, this means I'm accounting for it in two places, so I'm a little confused.)

You will not account for it on both returns. You will deduct it on your federal return only. Then, the new amount with the deduction will flow over to your New York state return.
