If I take the standard deduction on my 2018 federal return, can I itemize on my 2018 South Carolina return?

Whether you claimed the standard or itemized deductions on your federal return has no effect on what adjustments you can claim on your South Carolina return.

South Carolina's tax calculation starts with federal taxable Income -- which is calculated after either your federal standard or itemized deductions into account -- so that's the starting point, after which you'll claim "subtractions" on your South Carolina return.
