If I sold a condo last year which was not our primary residence, with no gain on the sale and it was in DE where we are non-residents, do we have to file a DE return?

Yes, even if  you has no gain on the sale of your DE property, you must file a DE nonresident tax return.  If you had income from DE sources , you must file a tax return.
