If I paid for a plane ticket in 2016 that qualifies as a charitable travel expense donation, but didn't travel until Jan of 2017, should this be deducted in 2016 or 2017?

If you are a cash basis taxpayer (you almost undoubtedly are), you deduct when the contribution is made. It sounds like 2016 in this case.
