If I'm quite sure my medical expenses will not exceed the percentage threshold, do I still need to enter the expenses or can I just leave that item blank?

If you are certain that your medical expenses are below the threshold of 10% (or 7.5% if you are 65 or older) of your adjusted gross income, there is no need to enter them as there is no allowable deduction.
