If I do not have a 5392-T tax form, for HSA contributions, and will not be receiving one. How do I complete my tax returns on TurboTax?

A 5392 is not received in the mail, it is generated by TurboTax for a variety of situations. One of these is when you make excess contributions to your HSA and are unable to withdraw the entire amount so have to carryover over some of the excess to the next year.

 

I am not sure what is stopping you from completing your tax return. But I will make a guess that you are stuck on the question, "Did [name] overfund the HSA in 2019?".

 

What this question really wants to know is, "Did you carry over any excess contributions from 2019?" If you did, this would appear on form 5329 from 2019.

 

However, if before July 15, 2020, you withdrew the entire excess for 2019, then you "cured" the excess. No form 5329 was generated, so you should answer "NO" to the question.

 

The question is poorly phrased - it should only ask if you carried over any excess, not if you had any excess at any point in time.
