I've less than 100k in foreign bank account. Do I have to file FBAR?

If I have to file FBAR, Can I file online? Do I have to pay fee for filing FBAR?

If at any time during the year the value of the foreign account was more than $10,000, you are required to file an FBAR.  This form is not prepared by TurboTax.  It must be filed online through a Department of the Treasury website.  There is no filing fee.  Please follow this link for more information.  FBAR Reference Guide
