The credit is used to reduce your tax liability. It is not refundable. Please check your tax liability after other credits, children college, etc to see if there is any tax liability left. It could be your zero is on Sch 3 because the credit isn't needed.
The energy efficient items do not qualify for a carryforward if the credit is not used in the year placed in service.
