I purchased a 2012 Plug-in Electric Drive Motor Vehicle in 2019. the question "Year Of Your Plug-in Electric Drive Motor Vehicle" starts at 2013. Am I not eligible?

One of the requirements for the credit is that:  "The original use of the vehicle commences with the taxpayer—it must be a new vehicle."  Perhaps this is the problem?
