I paid my 2019 real estates property tax in 2020. Do I add the payment amount in the 2019 taxes?

No, the 2019 taxes levied that you paid in 2020 are not deductible on your 2019 federal income tax return.

You will be able to deduct the amount paid (subject to any limitations in place) on your 2020 federal income tax return (if you itemize deductions).

Actually, I had to pay $ 4,000.00 over and above what was deducted from my earnings for 2019.  $ this $ 4000.00 was paid in 2020, Can I deduct that $ 4,000.00 on my 2020 tax form?

I had to pay an extra $ 4000.00 on my 2019 taxes because not enough was withheld.  This was paid in 2020.  Can I use this $ 4000.00 as a deduction for my 2020 income taxes?

Unfortunately, no.  Federal income taxes are not deductible on your tax return.   @kkkken69
