I need to file both a US and Canadian return this year, due to an inheritance in Canada and the withholding taxes. Can I use one program for this or one for each country?

You need one for each country unless you just get the forms and fill them in manually.

TurboTax in the US is only for US taxes.

You need to use TurboTax Canada to file your Canadian tax return.
