I live in Colorado and work remotely about 75% of the time. Can I claim any expenses such as home internet, phone, electricity, office supplies, office furniture, laptop.

I have heard that some states do allow for this type of expense deduction (such as NY). Does CO qualify?

The expenses you list appear to be of the type that fall into the category of unreimbursed employee expenses.  While some states may allow this type of deduction (NY has the convenience of the employer/employee test) it does not appear that CO allows such a deduction for employees working from home.   Moreover, such expenses are also no longer deductible on a federal return.
