I left U.S. in May, but I did receive an assistantship in Maryland as a full-time Ph.D.; when filling in my info for Resident state, it should be Foreign, right?
When filling in that, it shows the date Dec. 31, 2023, I was already in another country then. I guess my Resident state should Foreign or U.S. Possession, then I chose that I made money in Maryland, correct?

Your primary address that the IRS or state would contact you at would be your address where you can be reached now when you file your taxes. So, if you are not in the country right now, then yes, you would select foreign as your country.
