I have two phones but one has service and has been upgraded for work purposes. Can I deduct these expenses?

It depends. For work as a W-2 employee or for work as a self-employed individual?

 

If it is for work as an employee, then no for your federal return.  Employee job related expenses are not deductible on your federal return, but may be on your state return. 

 

If you are self-employed, then yes.  You can deduct the cost of a cell phone as a business expense.  However, if you use it for both business and personal, you would need to prorate the costs based on usage.  If you use it 50/50, then you would only deduct 50% of the costs.
