I have a post tax HSA. Can it be used to pay vision and dental plans.

Insurance premiums are not qualified medical expenses unless you are over age 65.  You can use distributions from your HSA to cover unreimbursed vision and dental expenses (other than insurance premiums) that would otherwise be reportable on line 1 of Schedule A.
