I have a HDHP and a HSA. Can I use TurboTax Free?

Shopping for correct product.  I have a HDHP and a HSA.  Can I use TurboTax Free?

Unfortunately, if you had any activity in your HSA (contributions to or distributions from), then the IRS requires that you add form 8889 to your return.

Form 8889 is a part of TurboTax Deluxe and above, so not available for the Free Edition.

Why would Form 8889 - or any other form - be available in some versions of TurboTax, but not others? What does that imply with regard to Intuit's "Maximum refund, guaranteed" boast?
