I had a J visa in US from 05/20/2017 to 12/01/2018. For 2018 state return, does it count as a part-year resident or a full-year resident? (I am resident for tax purposes)

why do you think you are Resident for Tax purposes --- generally J visa  are exempt from counting days for two years  ( unless there has been prior use of the exempt staus ).  Were you present in the USA during 2015 and 2016? How many days in 2017?

Which country are you from ?
