I didn't use foreign tax exclusion in 2022 bc not sure if I am qualified. But I am pretty sure I am qualified for foreign tax exclusion this year, can I use exclusion?

I didn't use exclusion last year because I am not sure. Since I am pretty sure this year, can i still use exclusion this year even though I didn't use it last year?

If you didn't use the exclusion because you didn't qualify then you can use the exclusion without issue in 2023.  

However, if you used the exclusion in 2021 (and skipped 2022) be prepared for the IRS to ask you about this.  You can simply explain the circumstances that made you ineligible for the exclusion at that time should they inquire.
