I bought a car from my parents in cash but didnt get the title yet. Can I say the car is mine?

My parents still have the title to the car I drive in their name, but I already paid the agreed upon amount for the car to be mine. Can I say I own the car without the title?

What is the reason for your question? Do you use your car in business? Do you want to claim the registration? 

 

Without a title, you don't own it. Just transfer the title.
