I became an employee half through the year, can I only deduct mileage from when I was an IC even though as an employee I also drove?

Basically the job is similar to a paper route. I drive and perform services. the company I was an IC for was bought and the new owner made all the drivers employees. I used my personal vehicle for this job the whole year, both when I was an IC and continued after I was an employee.

1. Does the mileage deduction need to be split between the "business" and the time I was an employee? I can't put it all under the IC's business right?

2. Can an employee deduct mileage? How?

You are correct.  You have to split the mileage.  You cannot put all of the mileage under the business.

  1. For the time you were an independent contractor, you can deduct the mileage on your Schedule C. 
  2. Unfortunately, employees can no longer deduct work-related mileage in tax years 2018 through 2025 due to the Tax Cuts and Jobs Act (TCJA) that Congress signed into law on December 22, 2017. Prior to the tax law change, employees could deduct mileage for commuting between multiple job sites during the same day, as well as commutes to temporary work locations and offsite business meetings.
