I am using up the remaining balance in my previous HSA account with no contributions made. Do I still report that- it is just a savings account now

This is still an HSA account, subject to all of the restrictions on the use and taxability of distributions from a HSA.  You must enter the From 1099-SA for any distributions from this HSA and answer the follow-up questions.
