I am trying to input my foreign address but the box for state is keeping me from doing that

Delete all the address information that you have entered. Above the space for the street address there is a pull-down list that says "U.S. Address." Click the arrow to open the list, and select Foreign Address. Then you will be able to enter your foreign address.
