I am told my "Sch NJ-DOP Net Gains or Income from Disposition of Property" form isn't available to file yet, but I don't own any property. Can I file anyway?

I don't own any property but when I finish my NJ State taxes, the page that comes up mentions this form. I have never used this form before. I double checked all of my answers and I did not indicate I owned any property. So I don't know why I am getting this prompt.

I get a 1099-DIV form for dividends and capital gains from E-Trade every year. All of a sudden this year it creates a form NJ-DOP which is like for sales of property. I can't get around this. This form is not suppose to be for capital gains on mutual funds. And these capital gains are being reinvested so I never receive any funds. This is the first year it is happening. Please help.
