I am not self employed, I am retired part time (w2'd part time) and pay my own medical insurance premiums outside of w2. Is this deductible?

It's deductible, but only as an itemized deduction *and* only to the extent it exceeds 10% of AGI (7.5% in certain cases, including many retirees).
