I am not on a high deductible plan but my employer contributed 250 to HSA. TurboTax seems to think I’m on a high deductible plan

TurboTax seems to think that you are in a High Deductible Health Plan (HDHP) because your employer contributed $250 to your HSA - which requires an HDHP.

So first you need to ask why your employer put a code W in box 12 of your W-2 (the contribution to the HSA). If you aren't covered by an HDHP and you don't have an HSA, then your employer should give you a corrected W-2...because if they don't, then the IRS is going to think that you have an HSA, too.

If you actually have an HSA which your employer forgot to tell you about, then you will have to go through the HSA interview (do a Search for hsa (lower case) and jump to it). Be sure to go all the way to the end.

But if you actually don't have an HSA, then get that corrected W-2 (if your employer doesn't believe it, ask them to read the W-2 Instructions at the IRS website, which tells you what code W is used for). See page 20 at  https://www.irs.gov/pub/irs-pdf/iw2w3.pdf
