I am not eligible for recovery rebate since I do not meet the Substantial Presence test; how do i skip over this form?

You would qualify for the Recovery Rebate Credit as a resident alien.  You qualify as a Resident Alien either by passing the substantial presence test or the "Green Card" test. 

 

If you do not pass one of those tests you will be a non-resident alien and would need to file a form 1040-NR.  The Recovery Rebate Credit topic will not be on that form. 

 

TurboTax does not support that form but one of the partners (Sprintax.com) will be able to assist if needed for the 1040-NR.
