I am a resident in oregon. I have a house in california that i use as vacation home. Can i claim the property tax on the Oregon tax return?

I moved to oregon in 2015. Will i get any money back if i file CA return if i only have $500 of income, which was the tax refund from CA last year

Unless you're earning money in CA, you don't file a CA tax return.

You can claim property taxes as an itemized deduction on homes that you own, they don't have to be in OR.  You would include the property taxes in Itemized Deductions on the federal tax return.  Those will flow to the state.
