You can't enter an international phone number in the Mailing Address & Phone number section of the Personal Interview. Yhe IRS will not call an international phone number.

You CAN enter a foreign address, you CANNOT enter a foreign phone number. Even though the US Government in all its confusion won't accept a foreign phone number the software should accept it.
