You can't enter an international phone number in the Mailing Address & Phone number section of the Personal Interview. Yhe IRS will not call an international phone number.

You can enter the phone number of a relative or friend in the U.S,, or a "dummy number" (800-555-1212). This will allow you to complete your return, and the IRS will identify your entry as a placeholder number - if they have questions, they will mail them to you.

You CAN enter a foreign address, you CANNOT enter a foreign phone number.  Even though the US Government in all its confusion won't accept a foreign phone number the software should accept it.

I can't make my payment from overseas! How do I contact you from Japan?

It would be easy for the Intuit programmer to add a logic in the Turbotax program to allow users with foreign address to enter any phone number rather than insisting a US phone number.
