How long does it take for the IRS to approve the (property that was lost or damaged in a natural disaster?) i cannot finish filing until this is completed.

Form 4684 is used to report losses due to federally declared disaster areas. This form isn't available yet and will be available soon.  You can check the tax form availability page to check when it'll be available.
