How do Inspectors who drive from home daily to different locations determine commuting mileage. I leave home and end at home. Average of 50 miles daily.

Are you an independent contractor?   You are not posting from Self-Employed software.  If you are an independent contractor you should be using Self-Employed and your work-related mileage goes on your Schedule C with other business expenses.

Or are you a W-2 employee?

W-2 employees cannot deduct job-related expenses on a federal return.  Job-related expenses were eliminated as a federal deduction for W-2 employees by the tax laws that changed for 2018 and beyond.  Your state tax laws might be different in AL, AR, CA, HI, MN, NY or PA.

You have to keep accurate records, not averages.  See chapter 4 of publication 463 and especially Figure B on page 12.
