How do I access the $2k credit for installation of mini split heat pumps and $600 credit for the associated electric panel upgrade under 25c of Inflation Reduction Act?

Both my consultant and contractor said these credits were available but I don't see them as part of the home energy credit deduction. Just a lesser of 10% or $300 credit.
