Form 8911, Alternative Fuel Vehicle Refueling Property Credit was just recently renewed for tax year 2019 by Congress in the spending bill signed by the President. It is not yet available from the IRS nor is it available in the TurboTax program until after the form and instructions have been approved by the IRS.
