Home Property taxes were billed in 2016 but I paid them in 2017; can I claim this for my 2017 taxes (next year)

You enter property taxes on the tax return for the year that you paid them, no matter what year they were "for."  So if you do not pay them until 2017, they will go on your 2017 tax return next year.
