Have no clue: "Form 3514: Fed EIC disallowed boxes must be entered”

I'm very frustrated with TurboTax.

 

Yeah, anyway, I need help answering the following.  

 

How do I know (for sure) how to answer this?:
"Form 3514: Fed EIC disallowed boxes must be entered”

 

How do I answer this?:

“Form 3514: FTB previously disallowed must be entered”

 

I'll probably have more questions about Form 3514 as I slog through these cryptic questions one-by-one. 

 

I seem to have a Form 3514 on my 2019 tax returns (the ones I'm trying to e-file today).  I'm not an accountant - I just followed through the questions that TurboTax asked of me.   (surprise, surprise, why else would I buy TurboTax?)  

 

Seems like something wasn't finished or left incomplete with the TurboTax interview software - leaving me unable to e-file.

Form 3514 refers to the California Earned Income Tax Credit (EIC). You are being asked if your EIC was ever disallowed on your federal return. In other words, did you ever enter an EIC on your federal return and then later have it denied by the IRS?

 

The second question is asking if you ever had your state EIC denied.
