Getting conflicting info on this for those who have redeemed minor/child linked bonds does Treasury Direct issue the 1099 for minor/child bonds redeemed in name and social of minor/child or is it in the parent's name social?

Depends on who’s the owner of the bond. That person will receive the 1099-INT. 

...and Treasury Direct will not send them out in the mail.

You will have to log into that Treas. Direct account sometime in mid-Late January to download the 1099-INT from that particular account.
