Foreign Tax Credit Is Not Applied

I'm having trouble getting TurboTax to apply the foreign tax credit.  I paid foreign taxes on dividend income and it was less than the $600 for joint filers.  It appears that form 1116 is not required.  TurboTax indicates that this is the case, but then says it does not know how much of my overall dividend income was foreign.  It instructs me to return to the income section and fill in the foreign dividend amount and country(ies).  I did this, but every time I return to the foreign tax credit section, it just repeats the same instructions.  I don't know what else to do.  I've entered the exact amount of foreign dividends and the amount paid in taxes from line 7 of the 1099.  Oddly, when I switch to forms view, there is a form 1116 in the list and it contains the information I entered.  I don't know why since the instructions here explain that my foreign taxes don't require it.  Any suggestions for what I might be missing?

strange because on a joint return with under $600 in FTC on dividends the 1116 isn't required. on the 1099 div all that needs to be entered is the amount of FTC in box 7 and various in box 8. the amount of fore3ign dividends should not be required

 

there is also an info worksheet in the app. PART VI. make sure that little checkbox for FTC is unchecked and you indicate your resident country
