For personal home sales, Turbotax does not seem to include the home selling expenses in the cost base. Am I right?

Also, after entering on the home sales worksheet, Turbotax shows that I have loss on home sales, no deduction, but state tax shows I owe tax for home sales I gained.  In what case could this happen?
